Can it be set up to joint lumber thicker than 1 1/2" with say, two passes?

You should be able to as long as you are precise with the setup. This is a tight fitting joint and there is not a lot of room for error.
what speed do these need to run at

Depending on the wood species and the capabilities of your shaper, these should run at 5,000 - 10,000 rpms.
Does the larger set include a reduction ring to 1”?

It does.

I edge cut Douglas Fir boards at 2 levels of cut to make them opposites to make them 13.5" wide

27.25 wide. they glued well stayed flat with edge clamping

For an inexpensive cutter, I'm really impressed. I have a bunch of hemlock shorts (3-5' lengths) that I want to run into molding. So far it cuts really easily and cleanly. Only time will tell how much life I get before resharpening. Woodline is one of those vendors I look to before I make any cutter purchase.
